The $17k license plate is... taxes. It’s sales tax. The plate is just... public proof you paid your taxes. A durable receipt.

here the lower the number the more money. I think 1,2 and 3 are held by state politicians iirc. Single, double and triple digits are where the money is, but you can still pay in the thousands for 4 and some 5 digits. The main reason it started was to use the porcelain or stain less antique tags, since they are smaller and can only fit 5 digits...I don’t recall when it became status to get them .
In Delaware the tag stays with the car generally but you can transfer them for use with another car. If you don’t have another car and want it you can pay a small fee to retain it but if you don’t get it within a short span the number goes back into rotation. You have to be connected at DMV to get them when they hit rotation. So long as you keep it registered it’s your number for as long as you want it. I had one since 1998 which went with my ex wife on her car. The one I still have I got in 2000. 5 digits, could probably get 5-600 for it. I prefer the stainless tags, most get the porcelain.
This is a stainless tag like the one I have. I prefer it because it says Delaware, the porcelain ones only say Del.
